SharePoint 2010 page layout disabled in ribbon
If the Page Layout button in the Ribbon is disabled, this may be because: first The user who is logged in and wants to change the layout does not have enough rights. It a try with an Admin user.
second There is simply no select Page Layout. For this purpose, Settings -> Look and feel -> Page Layout and then put in the center column a few layouts.
third The intrinsically create layouts were uploaded by a user with lesser rights. They will be seen in the settings, but can not be selected. For this purpose, log in as admin and under Settings -> Galleries -> master pages and page layouts, check out check in the individual aspx files. Modified By The user should change this. Then again check whether item 2 is satisfied and once again see the page if the button is still disabled.

3. The custom layouts have been uploaded by a user, that does not have enough permissions. You can then see the layouts in the settings, but they can't be chosen in the page. Therefore login as an admin and go to settings -> galleries -> master pages and page layouts, there check out the different aspx files and check in. The Modified By User is suppsoed to be changed. Then check again if you topic no 2 is correct set and if it works and the button is enabled.
